This image was relatively simple to do, but I used Paint Shop Pro to do it, not photoshop. However, I am sure there are similar if not identical tools available to you there.
1. Take three images of the moving water from a tripod or firmly braced camera.
2. Split out each image into its RGB layers
3. Recombine the image using a layer from each image, eg R1,G2,B3
Hey presto, rainbow falls.
