Hi Graham,I do not like criticize anyone photo. It's always someone preference what he/she wants to present or what he/she feels while making a picture.
So I can tell you what would be my feelings when I was in your place.
I had to make a choice. Either to show a nice sky or a road. As I cannot show both of them in the same time I would concentrate on sky.
If for some reason I feel that both of them are important then I would take two pictures (with tripod) one setting for light sky the other for the road and than using software combine them together.
That's only my approach.
